Plan 2 student loans cover graduates who started university in England between 2012 and 2022. When they borrowed, the repayment threshold was designed to rise annually in line with average earnings. Instead, the government has frozen it on multiple occasions, changing the terms after graduates had already committed to the loan. The threshold currently stands at £29,385, and the Autumn Budget 2025 announced it will be frozen at that level from April 2027 for a further three years.

The cross-party Treasury Committee published a report in July 2026, “Student loans: Broken and unfair?”, describing successive retrospective changes as a moral obligation to reverse. The Institute for Fiscal Studies estimated that affected borrowers face up to £5,000 more in lifetime repayments as a result of the combined freezes.
