The UK's net zero commitments are not aspirations. They are legal obligations set under the Climate Change Act 2008, which requires the government to meet successive carbon budgets and reach net zero emissions by 2050. The Climate Change Committee – the independent statutory body that monitors progress and reports to Parliament – found in its 2024 Progress Report that the UK is significantly off track to meet its legally binding obligations, with credible delivery plans covering only around a third of the emissions reductions required.

The most significant delivery gaps are in home heating and insulation. Heat pump installations are running well below the levels the government's own roadmap requires – around 60,000 to 70,000 per year, against a target of 600,000 per year by 2028. Around 19 million homes remain below the EPC C efficiency standard the government has committed to achieving.
